NIRAS International Consulting is seeking a Monitoring, Evaluation and Learning (MEL) specialist to join our team, based in Nairobi. This role is suited to a motivated and detail-oriented MEL professional who can contribute to high-quality evaluation, learning, research, project management and business development assignments across the international development sector.

About the role

You will provide technical and project management support across NIRAS’ MEL portfolio, working closely with colleagues in Africa, the UK and the wider NIRAS network. The role will involve supporting the design and delivery of MEL assignments, contributing to proposals and expressions of interest, managing smaller projects, and helping strengthen NIRAS’ MEL offering in East Africa and beyond.

Key responsibilities

  • Support the development of high-quality MEL technical proposals, expressions of interest and commercial submissions.
  • Contribute to MEL assignments through research, data collection, analysis, reporting and client engagement.
  • Coordinate delivery of smaller and lower-risk projects, including workplans, budgets, quality assurance, risk management and consultant coordination.
  • Build and maintain strong client and partner relationships, identifying opportunities for future collaboration.
  • Contribute to NIRAS’ MEL strategy, technical offering, learning culture and visibility across the international development sector.

About you

We are looking for a proactive, analytical and collaborative professional with strong communication skills and practical experience in MEL within international development. You will be comfortable working across cultures and time zones, managing competing priorities, and producing high-quality written and analytical work for diverse clients.

Essential requirements

  • Relevant degree or professional qualification to Master’s level, with at least three years of relevant MEL experience in international development.
  • Proven ability to deliver high-quality MEL analysis, reporting and written outputs.
  • Experience managing workplans, budgets, deliverables and coordination across teams.
  • Experience contributing to proposals, expressions of interest or business development processes.
  • Excellent written and verbal communication skills in English.
  • Strong planning, organisation and problem-solving skills, with the ability to work effectively under pressure.
  • Competence in Microsoft Office, including Excel, and confidence working with financial information.

Desirable Experience

  • Thematic expertise in areas such as agriculture, climate change, peace and stability, governance or related development sectors.
  • Advanced qualitative, quantitative or data science skills.
  • Experience applying AI or digital tools to improve MEL workflows, analysis, quality assurance or learning processes.
