Position Summary
The Town of Westford (pop. 25,056) is seeking a curious, analytical, and forward-thinking Operations Analyst to help improve how local government operates. This is an excellent opportunity for an early- to mid-career professional to apply data, technology, and innovative thinking—including AI tools—to enhance services that impact thousands of residents.
Working under the Assistant Town Manager – Strategic Operations, this role supports high-impact initiatives focused on cost savings, operational efficiency, and long-term financial sustainability. The position will also assist in coordinating the launch of the Town’s new Pay-As-You-Throw (PAYT) solid waste program and related recycling efforts.

Operations Analyst Supports the Town’s Strategic Plan
- Operational efficiency and process improvement
- Cost control and revenue optimization
Data, Analysis & Innovation
- Performs financial and operational analyses to identify efficiencies, cost savings, and revenue opportunities
- Develops models, dashboards, and reports to support decision-making
- Supports initiatives such as fee reviews, capital planning, and performance tracking
- Uses data analytics, AI, and other tools to streamline workflows and improve processes
Solid Waste, Recycling & PAYT Program Management
- Supports the rollout of PAYT, a new town-wide program that will represent a significant portion of the role during ramp-up
- Monitors contractor performance, service delivery, and contract compliance
- Analyzes program data (costs, tonnage, participation, complaints) to improve efficiency
- Improves customer service through issue tracking and coordination with vendors
- Supports recycling programs and waste reduction initiatives
Energy & Sustainability Analytics
- Tracks and analyzes energy usage across municipal and school facilities
- Supports cost-saving initiatives such as energy efficiency and solar projects
- Manages complex datasets including utility accounts and net metering credits
