The People Operations Specialist (Compliance & Offboarding) is responsible for managing employee relations, compliance, and offboarding processes while ensuring adherence to company policies, Philippine labor laws, and regulatory requirements. The role serves as a trusted advisor to leaders and employees by providing guidance on employee relations matters, executing due process, mitigating organizational risk, and ensuring fair and legally compliant employment practices.

This position independently manages employee relations cases, involuntary separations, redeployment, government compliance, employment documentation, and end-to-end offboarding activities while partnering with internal stakeholders, clients, and government agencies. The role also drives operational excellence by maintaining accurate records, identifying process improvements, and ensuring timely completion of compliance-related deliverables.

Success in this role requires strong knowledge of labor legislation, sound judgment, exceptional attention to detail, stakeholder management skills, and the ability to balance employee experience with business and legal requirements.

Job Duties and Responsibilities:

Employee Relations and Compliance

  • Serve as the primary People Operations partner for employee relations concerns by providing guidance on company policies, labor law requirements, and compliance best practices.
  • Independently manage employee relations cases, ensuring timely, objective, and legally compliant resolution while maintaining confidentiality.
  • Execute end-to-end due process for disciplinary actions, role cancellations, client cancellations, and authorized causes in accordance with company policy and Philippine labor laws.
  • Conduct administrative investigations, document findings, prepare notices, and ensure proper case documentation.
  • Advise managers on appropriate corrective actions while balancing legal compliance and business needs.
  • Keep internal stakeholders informed of updates to labor legislation, company policies, and compliance requirements.

Offboarding and Workforce Administration

  • Manage the end-to-end offboarding process for involuntary separations, ensuring all legal, payroll, documentation, and operational requirements are completed within established timelines.
  • Lead redeployment activities by coordinating with internal departments and monitoring employee placement opportunities.
  • Oversee clearance compliance and proactively resolve outstanding clearance issues before employee separation.
  • Ensure all employee movements, cancelations, floating status, and offboarding transactions are accurately recorded across HR systems and trackers.

Government Compliance and Regulatory Support

  • Represent Booth in DOLE, NLRC, and other government proceedings as authorized.
  • Coordinate with government agencies, employees, and clients regarding Alien Employment Permits, visas, work permits, and other regulatory documentation.
  • Process unemployment benefit requests, employment verification requests, and other statutory employment documentation.
  • Ensure compliance with government reporting requirements and maintain complete audit-ready documentation.

Reporting and Operational Excellence

  • Prepare accurate and timely employee relations, compliance, offboarding, and workforce reports for internal leaders and clients.
  • Monitor compliance metrics, identify trends, and escalate operational or legal risks when necessary.
  • Maintain complete, accurate, and organized employee records while ensuring data integrity across all HR systems.
  • Identify opportunities to streamline employee relations and offboarding processes through standardization, automation, and continuous improvement initiatives.
  • Develop and maintain process documentation, templates, knowledge articles, and standard operating procedures related to compliance and employee relations.

Stakeholder Partnership

  • Build collaborative relationships with leaders, employees, clients, and other cross-functional teams to ensure seamless execution of employee lifecycle activities.
  • Communicate complex employee relations matters professionally, objectively, and with empathy while maintaining compliance and organizational standards.
  • Provide guidance to managers on policy interpretation, documentation requirements, and procedural compliance.
  • Support internal and external audits by preparing documentation and responding to information requests.

Other Responsibilities

  • Support special projects, compliance initiatives, policy roll-outs, and People Operations programs as assigned.
  • Perform other duties that contribute to the effectiveness of the People Operations function.

Requirements

Qualifications:

  • Candidate must have 1-3 years of experience in employee or labor relations.
  • Candidate must have familiarity with local labor laws, local labor practices, and must be comfortable in creating formal notices that align with compliance requirements while balancing the humanity of HR.
  • Candidate must be able to communicate effectively, both verbally and in writing.
  • Candidate must be willing to work in the mid-shift (3 PM – 12 MN) schedule, on a hybrid setup (offices are based in BGC and Aguirre).
  • Candidates who’ve had experience in working in a fast-paced organization are preferred.
  • Candidates who've had experience handling multiple stakeholders effectively are preferred.
  • Candidates who are willing to learn, have great attention to detail, and who have creative reasoning skills are preferred.
