Senior Change Management Consultant

We are seeking a Senior Change Management Consultant to support enterprise-level organizational change, leadership alignment, stakeholder engagement, communications, and workforce effectiveness initiatives for a large public-sector client. The consultant will lead complex organizational change initiatives, support executive alignment, develop change strategies, and guide adoption planning across headquarters and field operations.

Key Responsibilities

  • Lead organizational change management activities for large-scale operational, workforce, and process transformation initiatives.
  • Facilitate leadership alignment sessions, executive workshops, decision-making discussions, and role/accountability clarification.
  • Develop change management strategies, stakeholder engagement plans, readiness assessments, impact assessments, and adoption plans.
  • Support integration of change management activities into project schedules, governance plans, communications plans, and implementation roadmaps.
  • Conduct stakeholder analysis, change impact analysis, risk assessments, and mitigation planning.
  • Develop executive-level briefings, change playbooks, leadership toolkits, and sustainment strategies.
  • Provide coaching and advisory support to program leaders, managers, and internal change teams.
  • Support maturity assessments, performance evaluations, and continuous improvement recommendations.
  • Ensure deliverables are professional, clear, actionable, and aligned with client objectives.

Minimum Qualifications

  • Bachelor s degree in Business Administration, Organizational Development, Communications, Public Administration, Human Resources, or a related field.
  • Minimum 5 years of experience providing organizational change management, strategic communications, or leadership consulting services.
  • Minimum 3 years of experience leading complex organizational initiatives.
  • Required certification: Prosci, ACMP CCMP, or equivalent recognized Change Management certification.

Preferred Qualifications

  • Public-sector, utilities, infrastructure, water resources, or large government agency experience.
  • Experience supporting distributed teams across headquarters and field locations.
  • Experience with leadership coaching, executive alignment, adoption measurement, and workforce transformation.
  • Strong facilitation, communication, and executive presentation skills.
