We are seeking an experienced Business Analyst to join a major government digital transformation program focused on modernizing citizen services, enterprise platforms, workflow automation, and operational excellence.
As a Business Analyst, you will play a critical role in bridging business needs with technical delivery, helping shape future-state government services and digital capabilities.
📍 Location: Hybrid / Onsite
🌍 Travel Requirement: Frequent travel to other countries may be required based on project and stakeholder engagement needs.
🏛️ Industry: Government / Public Sector

Key Responsibilities:
• Gather, analyze, and document business requirements across multiple departments
• Conduct stakeholder workshops and facilitate requirement discovery sessions
• Define As-Is and To-Be business processes
• Translate business needs into functional specifications and user stories
• Collaborate with architects, developers, and product owners
• Support testing, UAT, and business validation activities
• Contribute to digital transformation initiatives, automation, and service modernization
• Coordinate with cross-country teams and government stakeholders
Required Experience:
• 4–8+ years of Business Analysis experience
• Experience in digital transformation or large-scale enterprise projects
• Strong understanding of SDLC, Agile, and business process mapping
• Experience working with government or regulated environments preferred
• Strong communication and stakeholder management skills
• Ability to work in multi-cultural and multi-country environments
Preferred Skills:
• BPMN / Process Modeling
• User Story Definition
• Requirements Traceability
• Data Analysis and Reporting
• Enterprise Systems / Workflow Platforms / Integration Projects
• Public-sector digital programs
• Experience in Product Management is highly recommended and will be considered a strong advantage
