Role Description The Contract Specialist is a full-time, on-site role based in the Austin, Texas Metropolitan Area. This role is responsible for drafting, reviewing, and managing contracts and related documents for construction, maintenance, leasing, and professional services in support of TFC operations. Daily tasks include analyzing contract terms, ensuring compliance with state laws and agency policies, coordinating competitive procurement activities, and supporting contract negotiations with vendors and service providers. The Contract Specialist will monitor contract performance, track key milestones, process amendments and renewals, and maintain accurate contract records and documentation. The role also involves collaborating with program staff, legal, finance, and external stakeholders to address contract issues, mitigate risks, and support timely project delivery.
Qualifications

  • Strong analytical skills to review contract documents, evaluate proposals, interpret requirements, and identify risks or discrepancies.
  • Experience with contract negotiation, including working with vendors, service providers, and internal stakeholders to reach mutually beneficial agreements.
  • Knowledge of contractual agreements and related concepts, including terms and conditions, scopes of work, and compliance with applicable laws and regulations.
  • Proficiency in contract management, including lifecycle tracking, performance monitoring, amendments, renewals, and documentation control.
  • Effective communication skills, both written and verbal, to prepare clear contract language, reports, and correspondence, and to present information to diverse audiences.
  • Familiarity with public sector or government procurement processes and state purchasing guidelines is highly preferred.
  • Strong organizational skills and attention to detail, with the ability to manage multiple contracts and deadlines simultaneously.
  • Proficiency with standard office software and contract management or procurement systems.
  • Bachelor’s degree in business, public administration, law, supply chain, or a related field, or equivalent relevant experience.
  • Relevant certifications (such as Certified Texas Contract Manager or similar public procurement credentials) are a plus.
