Position: POLICE ADMINISTRATIVE SUPPORT SERVICES MANAGER
Police Administrative Support Services Manager
Oversee the Police Department’s Administrative Services Division, including Communications, Records, Property and Evidence Units and other support programs. Act as a key member of the Police Department Command Staff, providing leadership, strategic oversight, and complex staff assistance to the Police Chief and Captain.
Responsibilities
- Plan, implement, and coordinate administrative service programs and activities.
- Direct the design, maintenance, and administration of police communications, records, and related automated systems.
- Assist in budget preparation, program development, and policy formulation.
- Supervise, schedule, train, and evaluate personnel and monitor performance standards.
- Handle contract administration, grant proposal coordination, and vendor negotiations.
- Prepare reports, analyses, and presentations for City Council, community groups, and agencies.
- Attend City Council, commission, and department meetings; represent department and city as required.
- Respond to major incidents, law enforcement operations, and emergency activities, ensuring safety and compliance with the Incident Command System (ICS) and Standardized Emergency Management System (SEMS).
- Interpret and apply laws, regulations, and policies to achieve department objectives.
- Maintain effective working relationships with city staff, elected officials, and community groups.
- Develop training programs, provide coaching, mentorship, and conduct performance evaluations.
- Ensure compliance with fiscal and environmental responsibilities and promote the City’s corporate values.
- Execute any other related duties as assigned.
Qualifications
- Education: Bachelor’s degree in public administration, business administration, or a related field from an accredited institution.
- Experience: Minimum 3 years of recent full‑time supervisory experience in a law‑enforcement agency. Additional related experience may substitute for education up to four years on a year‑for‑year basis.
- Desired: Master’s degree in a relevant field; strong knowledge of budgeting, records management, technology, human resources, and grant administration; experience with public sector budgeting and project management.
- Valid Class C California driver’s license with acceptable driving record.
- Proficiency with Microsoft Office, email, and City information‑technology systems.
- Physical ability to meet the job’s physical employment standards.
- Sound decision‑making, critical‑thinking, problem‑solving, and customer‑service skills.
- Excellent interpersonal, diplomatic, and ethical conduct.
